State Set ID 238 is assigned to both "SMI Requested" and "SMI Received".
If the state set ID's in Table 8 were consistent, it would look like this:

Since this is a published specification (for almost 14 years with this error), we cannot renumber existing State Sets otherwise this will break backwards compatibility. This has been discussed by the PMCI WG and we plan to add text indicating that the state set will be interpreted based on the SMI direction. There is already a planned update in progress
